Two commits: One removes (a very early) version of SCE support. The other removes the ability to store tin selection to conntrack marks.
With both applied this means the sch_cake repo version of cake corresponds functionality wise to the in-kernel version of cake, but with various backward compatibility stubs for pre 4.19 kernel support.
