Diagnose and test Grid-Stat's slow runtimes for Binbin. #1027

I tested the grid_stat for reliability generation. It is surprising that the running time is very long. For fields of VIS, TMP, DPT and TCDC, the running time for
one forecast time verification is about 30min. This is too long. I don't know
if there is a way to speed it up. So you mentioned the second way of ECNT in MET8.0. I think ECNT is good for our verification. We just want to know
the spread of overall (summary) measure. We can wait for MET8.0 implementation on WCOSS.

In VSDB ensemble verification, one forecast time verification is in a 10~20 sec. [MET-1027] created by johnhg

Need to port bugfix from met-7.1_beta release into met-7.0. by johnhg

Posted bugfix for met-7.0 and he's tested with it to proves it fixes the problem. by johnhg
