Support point observations in the Unidata Internet Data Distribution (IDD) Global Observational Data format. #187

A good source of point observations is the Unidata Internet Data Distribution (IDD) Global Observational Data (2003 to present):
   http://rda.ucar.edu/datasets/ds336.0/#description

These point observations follow the CF-1.0 conventions. It would be good to enhance MET to support them. Not exactly sure where/how. [MET-187] created by johnhg

This is related to other NetCDF issues. Should MET be writing NetCDF point observations in a CF-compliant way? by johnhg
