Feature #2379 main_v11.1 sonarqube updates #2851

Same changes as in PR #2850 but for the main_v11.1 branch instead of develop.

The only real difference is that for develop we configure MET using --enable-all while for main_v11.1 we configure MET using --enable-grib2 --enable-modis --enable-mode_graphics --enable-lidar2nc --enable-python.
