These changes reduce/minimize the error and warning messages written by PB2NC to satisfy NOAA/NCO requirements.

Note that I just manually restarted the testing.yml workflow since the jobs submitted 19 hours ago appear to be hung, likely related to GHA issues that were noted yesterday.
