MET reads MODIS level 2 data but NGAC group at EMC would like to also be able to use MODIS level 3 data. [MET-609] created by jensen

If it can be rolled into reading some of the other satellite based dataset or netcdf, great it can stay at this priority. Otherwise it might have to move into 6.0+ by jensen
