Point-Stat and Ensemble-Stat: Handle multiple observations inside a single grid box (add config file option for how to handle those?). Could add configurable options for taking the mean within the grid box.

This might be related to NRL aircraft profiler/lidar project due in Dec 2022 [MET-69] created by johnhg
