Change warnings about multiple table matches for GRIB2 data to debug messages. #799

The logic of doing table lookups for GRIB1 and GRIB2 data differs. Update the GRIB2 logic to be consistent with GRIB1. [MET-799] created by johnhg

Changed the warnings to Debug(3) but the real work for this has been moved to the 6.1 release, as described in https://sdg/jira/browse/@PSTARTGH-799@PEND. by johnhg
