Update vx_data2d_grib library to apply the GRIB_lvl_typ filter when specified. #850

The vx_data2d_grib library fails to explicitly filter by the GRIB_lvl_typ value when the user has specified it. [MET-850] created by johnhg

Fixed this in met-6.0_bugfix branch and met-6.1 trunk. Posted a new set of met-6.0 bugfixes to the MET website. by johnhg
