Enhance Stat Analysis to compute consistency measures #925

Add logic to stat analysis to compute forecast consistency measures.


  1. Organize time series with fixed valid time for decreasing lead time, e.g. revision series.
  2. Find revisions in summary statistics (such as average forecast).
  3. Calculate (Pearson) autocorrelation and Wald Wolfowitz (runs test) on the revisions. [MET-925] created by tressa

Moved down to blocker because we feel we have a solution in METViewer for the immediate need. This should still be added by Sep 2018 using USWRP Ens Haz funds (277005) by jensen
