Add support for reformatting the MPR linetype

Describe the Enhancement

Create a reformatter for the MPR linetype to support using MET .stat MPR data for METplotpy (Land project, SWPC, and RRFS projects among others will find this useful). The reformatting should support plotting QQ plot, line plot, and scatter plot
