Reformat the PCT linetype for input to METcalcpy agg_stat

Describe the Enhancement

The reliability diagram needs aggregation statistics to be calculated (via METcalcpy) prior to generating the plot in METplotpy. The MET .stat file containing the PCT linetype needs to be reformatted into a format that is compatible with the METcalcpy agg_stat.py module.
