This change moves the Dockerfile and hooks directory up the top-level directory of the repo. This is done to make DockerHub happy in building this image. Otherwise the COPY command in the Dockerfile doesn't work. It would appear that docker can only COPY or ADD files that exist in the same directory as the Dockerfile or a sub-directory.
Recommend revisiting whether or not this Docker image is needed at all.
