Update the short range RRFS use case to use new ECNT data

Describe the Task

The ECNT linetype has two additional columns: IGN_CONV_OERR and IGN_CORR_OERR. The METreformat code is using the METdbLoad/ush/constants.py to determine the names and number of columns. The use case no longer works because the original data does not have these two new columns.
