Consider use of git-fleximode in place of manage_externals

CESM colleagues have indicated that NCAR CGD will stop supporting/maintaining/developing manage_externals. Given all their codes are now git-based, they are moving to git-fleximode. Consider the use of git-fleximode in place of manage_externals.
