Documentation: Update Release Notes to include updating the schedule for releases

The METplus Release Information page indicates the date for the releases and needs to be updated once the release date is set. This can be done under the section for creating the release notes and/or updating the version. Add text to update this section.

In the Update Version Number for Release section for METplus, put the instructions in pull downs so you have to read the description and click to open the relevant instructions:

• A pull down with title that says "If creating a betaN release" and content that includes the instructions to update the version number
• A pull down with title that says "If creating an rcN release" and content that says continue to the next instruction.
