Add auto start of rtl_hpsdr at boot time. #4

Add some script support to the makefile or add an installer script that setups up rtl_hpsdr to run at boot time.

Probably needs new user/group called skimmer. Install rtl_hpsdr.conf somewhere nice maybe in /etc
