Add Slack notifications for feedback #67

Closes #56.

Posts to #feedback in Slack whenever feedback is left or a query is searched. This could get a little noisy if traffic picks up but should be alright for now.

Deployments will need to add SLACK_NOTIFICATION_WEBHOOK_URL env var to work
