Setup deployments from GitHub Actions #76

Resolves #25.

Merges the two workflows used for checking PRs into one
Adds a "deploy" step to the workflow which should only run whenever code is pushed to main, or via a manual trigger, as long as the other checks pass.
- This includes running any migrations.
- We can also easily change this to be a manual-only process; personally I'm a fan of auto deploys but am fine either way.

Looks like all three check jobs ran fine and the deploy job was skipped as expected!
