Allow VMs on AzureStack to talk with GCcode.

Got network flow request template from Randy. Next step is to populate and send to enterprise service desk.

Business Request Number (BR#) is required to network flow to be opened. Reached out to AzS team to see if they have a BR# that can be used to track the work.
