Add separate XML/JSON import for filters

Since adding filters to xmlimport will throw errors with validator, create separate filter import where filters can be imported separately and allow application to handle validation.

Updated ticket description as original description of filters in import cannot be done. Provided alternative that will allow import; only issue is that if is referenced in import xml, these HAVE to be imported prior to importxml.
