Update requirements.txt file to match new Ocean SDK upgrade (Ocean 3) #210

Update the requirements.txt file so that the newest Ocean SDK is loaded (Ocean 3), and thus solvers can run on their new QPU: Advantage. This will also need to be done for the quantum-API backend.

Note: BEFORE making this change, ensure that the TSP, Nurse Scheduler, and Sudoku Solvers work with the new Advantage System
