Add announcement page #28

This patch adds an announcement page which aggregates announcements from the pages in the announcements sub directory. To create a new announcement add a file there and reference it in announcements.rst.

It also adds the announcement of the alpha testnet launch.

just noticed it's the file name / date is for 2018
