Add announcement for alpha testnet update #32

Add announcement for planned testnet update on June 7. The announcement is scheduled to be published on June 6 at 15:00, so we need to review it by then, and merge it at that time.

utACK 974fae6 , everything seems ok to me, didn't "compile" the documentation though. It's a pity that Github does not support RST.

Thanks for the review. The document is compiled as part of the CI in Travis. You don't get the results to view, though. But at least it's made sure that there are no errors in the HTML generation. And GitHub does support RST in rendering it when viewing a file. This does not include the Sphinx specific stuff, though.
