Define naming scheme for release milestones #100

This PR adds a more detailed definition of how we name milestones and what they represent.

Exact definitions of what minor version numbers and patch levels mean in terms of software releases and things like compatibility guarantees are out of scope of this definition. The GitHub milestones will follow the release versioning which still needs to be defined in more detail.
