Add document about open source strategy #45

This is a refined version of issue 160.

The next required actions have been extracted to GitHub issues so we can prioritize and plan them there on a project board. There are links to the issues in the documents in the corresponding sections.

This document is supposed to provide the context and the overall summary of what we are doing there. Some of the content will probably move to the actual documentation of what we are doing in README.md or CONTRIBUTING.md, for example.

I would like to start with adding the document as a draft into the repo and discuss the details later in the issues or in pull requests. But please feel free to comment on the content in this pull request as well if you see something which can be improved.

I for one would be fine with this being merged and subsequently edited via further pull requests.

As there don't seem to be any objections, I'll merge this now. We can iterate on the document via issues and pull requests.
