ADR-22: coinstake maturity #63

This is documenting the decision which we took in todays engineering sync.

Further work is required to determine an exact course of action, this is just to get us going and takes only into account the liveness of the system.

Please do not request changes to the actual proposal, feel free to discuss them in issues/tickets, which is surely required.

There is the new repository for UIPs now https://github.com/dtr-org/uips. As the ADR covered in this pull request qualifies as a design document we should consider moving it there.

I was under the impression this ADR covered a decision which we took in an engineering sync call. There was a piece left undefined, which is the design part of the decision.

Then again this thing does not seem to have too much endorsement by the team anyhow, so it looks to me the decision was not actually decided upon. Although the ADR tries it's very best to make it very clear that further work is needed and this is just FOR NOW.

I'm closing this. It's still documented in this PR and the branch which I'm not going to close.
