WIP: Sketch for UIP-1 #83

This is a sketch for UIP-1. It's an evolution of ADR-1 with the most relevant bits from BIP-2 incorporated.

It's meant as an initial reference for deciding on ADR-23. It will be discussed and decided separately. It also will need more editing and possibly more content.

This is not meant for merging. It will go into its own repository once we have accepted ADR-23.
