This item was mostly added back then as a concern for the data transfer costs / chatty protocol. Since then we identified the downloading blocks and the initial sync as the main cause for it and defined the fast sync feature. @kostyantyn should evaluate the impact of the fast sync to the overall data consumption after and see if there are other areas which can still be improved
