This adds keytools to functional tests.

Will add documentation, docblocks, better description later.

@castarco This allows to lookup a public key for a given address, and many more things :-)

This is to aid #808

As discussed & agreed with @castarco we're merging this so we can move on with #808 and I'll send the documentation in a follow-up pull request.
