Add initial changelog #946

This adds an initial changelog. Future releases will be added there as well with the changes compared to the then previous release. The changelog follows the conventions of keep a changelog.

This also is the content which will be added to the release on GitHub.

I'm opening this as a draft pull request for now. Please chime in in case there are things which should be added or changed.

I think it's good to mention those items under the change log but since it's an initial release and we're also describing the features in general, I think the main readme file should also contain the general information about the features (with some links to the UIPs, etc) - it already does actually but let's work on it a bit more before the release
