The initial logout & withdrawal delay values were targeted for an imaginary mainnet, actually mostly inspired by ideas (theory) of Casper FFG.
In order to even test the finalizer lifecycle on the actually testnet (I'm not even mentioning tuning security wise) - we need to have much lower values.
