What steps will reproduce the problem?
1. Download & store the flashplayer_11_sa_debug.exe to the same folder as
FlashDeveloper-4.4.2.exe
2. Disconnect the PC from the network so the installer can't download files
we've already provided
3. Run FlashDeveloper-4.4.2.exe /S
4. The silent installer will stall with the message "Download cancelled. The
installer will now continue normally." which requires interactive input to
finish silently.
What is the expected output? What do you see instead?
We've noticed that if we store the flashplayer_11_sa_debug.exe in the same
folder as the installer .exe, the installer will copy this to the
Tools\flexlibs\runtimes\win\11.7 folder but it will also still attempt to
download Internet. This shouldn't be needed if we're providing this locally.
The Flex SDK and AIR SDK .zip files appear to work correctly.
/S should also be silent and potentially output an error exit code than instead
of requiring interaction to complete.
What version of the product are you using? On what operating system?
4.4.2 on Windows 7 x64

We are deploying FlashDevelop internally to a number of staff, we download and
store the .zip files in the same folder to avoid a hit on our Internet
connection for each installer. On previous installers this worked fine.
