User Management Section #3

As a Ministry Assistant user with the Admin and Elder roles, I want to manage accesses and permissions of Users. I want to be able to:

  1. View all users that belong to my congregation
  2. Change their role to Organizer, Elder, and Publisher.
  3. Remove a user (who should be able to do this? Elders or only Admins).

For Admin users only:

  1. Displays all congregations in the database in a Select/Combobox.
  2. Select a specific congregation and manage their Users with all items described in above.
