Alerts Section #5

As a User with the Elder and Admin roles I want a section to display Alerts of the following events:

  1. When a Territory was marked as "Moved". I want to be able to do the same actions to handle this case as in the Manage Territory section.

  1. When a new User logs in (creates a new account). I want to be able to perform the same actions as in the User Management section

For each alert, I want to be able to just close it without taking any action.
