durationEvent improperly handled in overview layout #310

What steps will reproduce the problem?
1. Use data with durationEvent="true" instead of isDuration="true"
2. Create a band with overview: true OR layout: 'overview'
3. Display the timeline

What is the expected output? What do you see instead?
In the overview band, expect to see markers running the entire length of
the duration events, but they only show up at the event start.

What version of the product are you using? On what browser and what
operating system?
2.3.0 in FF/Chromium on Linux

Please provide any additional information below.
Setting isDuration="true" makes the overview band display as I expect
