fix: improve CI builds by replacing Create React App with Vite

This PR changes the dev building system to use Vite instead of create-react-app

This involved a bit of

• changing environment variables
• changing the CI workflows a bit
• changing some code to fit the new linting rules from the recommended Vite setup

Need to check before merging:

• [x] can we add back the react-hooks linting that alerts and fixes hook dependencies?
• [x] can we fix the test suite easily?

I've fixed the tests, but I think that change will be better of in a separate PR
