Name of calling city or country wrong [Bell] #35

What steps will reproduce the problem?
1. Recieve a call from local number in Mississauga
2. UE displayes the number aliong with "Mississauga" as city name
3. Now receive a call (MT call) from Toll free number from Canadian Blood 
service 
4. UE dispalys the number and shows "United states" under the number

What is the expected output? What do you see instead?
UE shall show Canada, as the calling country (city)

What version of the product are you using? On what operating system?
Android KK

Please provide any additional information below.
Its reproducible in JBP and JB4.3 binaries.
We checked with latest i18nlib.jar shared here,but it is reproducible in that 
as well.
