GCM with Play Services on Android on registration gets a SERVICE_NOT_AVAILABLE #34

What steps will reproduce the problem?
1. Develop an app with GCM for push notifications
2. Run on Android <4.0 version device 
3. Try to register to GCM server

What is the expected output? What do you see instead?
I expect to get the registration Id, instead I get the SERVICE_NOT_AVAILABLE 
exception. On Android >=4.0 it works.

What version of the product are you using? On what operating system?
Android 2.2/2.3.x
