I found out that it does indeed work when one extracts the chrome/ and the components/interfaces.xpt from an older browser/omni.ja.
For testing purposes I have created a devtools.zip based on the Firefox 45 omni.ja and, suffice to say, it works. Even with the most recent Firefox Developer Edition.

While not entirely related to the stub, I saw that you commented on the following bug.

Can you tell me whether this still works with Firefox 50 or not and what additional steps I might have to take?
I followed the instructions outlined in your response but am still unable to launch the debugging server.
