Find the efficiencies and put in place

Obtained from the http://hepuser.ucsd.edu/twiki2/bin/view/Latinos/ICHEP2012#Lepton_trigger_and_selection_eff the scale factors and prompt rates (scale factors in muon/electronDATAMCratio_All_selec and prompt rates in effDATA_Prompt_Rate)

Commit 1f5f157c83b4b559509a4579053133ec3d194031 adds the needed files but the Muon FR for leading Jet energy cut- off 50

Commit c67e84d30cd77659b72fe352674b63a44052da21 adds the implementation. Still missing the FR for muons (50Et leading jet)

Added, and propagated needed changes, the FR for muons jet50 in commit bfd0326355c25065fcc71583035dec1902a85dd2
