Having the exact same issue except the songs start around four minutes. I've also tried different browsers and reinstalling chrome but it didn't fix anything.
For what it's worth when I used Dubtrack on a different computer the songs played from the start.

Can you check your system time and ensure it's set correctly? We've seen that incorrect system times can has an impact on song start times.
Changing the settings to set the system time automatically has fixed the problem for me.
Been having this issue since I runned Windows 10 Creators update. When song changed it didn't autoplay, after some time it resumed... across all browsers, same as op. Wanted to let you know switching "Set time auto", "Set time zone auto" solved my issues (as AI3366 proposed, or in a similar fashion). I was reporting bug when I saw this thread. I have this problem on all browsers, although others from the room dont have it.
All the songs skip the beginning, they start playing from 1:00 or around. And when it finishes, it waits for another minute (silence) (to sync with others or I dunno).
On refresh it fixes itself but the problem reappears on the next song :((
