This PR also:

Updates both actions/checkout and Swatinem/rust-cache to latest version
Removes any unmaintained github actions:
- actions-rs/toolchain → dtolnay/rust-toolchain
- actions-rs/cargo → ClementTsang/cargo-action

Resolves #302
