Motor Throttle Endpoint Reset by Failsafe #788

What steps will reproduce the problem?
1. Enable Failsafe and radio setup via detailed instructions on wiki
2. Start Throttle and put to manual or stabilize
3. Simulate lost link by powering off transmitter
4. Failsafe activates
5. Enable Link re-established by turning transmitter back on
6. Motor Throttle endpoint reset such that motor will not turn off and is 
running faster than throttle previous throttle position.
7. Restarting APM is only way to get normal throttle control 

What is the expected output? What do you see instead?
Throttle endpoint should stay consistent pre-failsafe operation 

What version of the product are you using? On what operating system?
2.65 Arduplane
1.2.14 APM Planner

Please provide any additional information below.
We had a possible lost link situation in the air.  Started getting odd pitch 
problems then a crash.  Upon playing on the bench we noticed this issue. Manual 
mode still doesn't restore normal throttle control.  Radio was setup per wiki 
instructions for a Futaba 7ch.
