Slightly different take on https://github.com/duckdb/duckdb_mysql/pull/33 to pass the cross-compiling flags to vcpkg via portfile, that should allow, once merged, to move mysql extension into duckdb/duckdb CI.
This also remove the custom OSX workflow.
Closes #33.
