Fix Wasm builds and bump to 1.1.0 #393

There was an unnecessary section (lines 82-92) shadowing EXTENSION_FLAGS defined at lines 49-58 in the Makefile (in particular the _LINKED_LIBS was lost).

Tested to work on duckdb-wasm locally.

Also bumping duckdb submodule to v1.1.0. Unsure on bumping the StableDistributionPipeline.yml, leaving that for next.
