This PR changes the sqlite scanner repo to the updates that have been made to DuckDBs extension build system. These changes will make sure:
duckdblabs/sqlite_scanner CI is passing again and actually tests the architectures we deploy this extension for
sqlite_scanner test can be run from DuckDB's CI to prevent breaking the extension with upstream changes
sqlite_scanner can be statically linked (its currently disabled though, as it breaks on windows)
Follow ups:
open issue for TODO: fix needing to specify the schema here that i added to the tests
