Description

Updates AGP to the latest version compatible with IntelliJ, 8.1.2 → 8.2.0.
Updates the Gradle Wrapper from 8.2 → 8.8.
Enables desugaring for several modules.
Fixes related linting issues.
Fixes a styling issue with the site permissions Snackbar.
Makes widget update intent explicit.

Steps to test this PR

[x] Add a favorites widget with a different theme from your system theme.
[x] Verify that the widget displays correctly.
[x] Go to webcamtoy.com (Or any site that uses the camera)
[x] Tap “Ready? Smile!"
[x] Tap “Use my camera"
[x] Tap “Allow”
[x] Tap “Don’t allow"
[x] Verify that the snackbar shows correctly.
