optimise downloads #3

Description:

Adds debug indicator to pixels and makes sure we don't queue an unnecessary number of downloads.

Steps to test this PR:

  1. Install and monitor downloads.
  2. Ensure updating the tracker list, etc still works

Good shout on the logs @tomasstrba - have updated a bunch of them and fixed the merge conflict. If you can give it a quick smoke test I'll merge it. Thanks!
