add "min-duckietown-shell" info to duckietown-shell-commands #9

For commands, it is useful to add dependencies in duckietown-shell for PyPi packages so that they are installed via pip.

However this implies that there should be a "minimum version" of duckietown-shell to be specified in commands.

Then when the shell updates the commands, it could tell the user: "please update duckietown-shell itself".
